0:07 - 0:10[Jeff Selingo] Alright, let's go back to Tennessee for a second.

0:10 - 0:15You talk a little bit of - obviously, you focus a lot on Vanderbilt there in Tennessee -

0:15 - 0:18and you talk a little bit about how Vanderbilt and Teach For America
-
0:18 - 0:25are essentially the only two intitutions or providers in Tennessee producing high quality teachers.
-
0:25 - 0:31What should happen to all those other providers in Tennessee? Should we shut them down?
-
0:31 - 0:37Hem, how do we raise them up to be as good as Vanderbild and Teach for America?
-
0:37 - 0:42And then a related question: Teach for America - here you talked earlier about how the -
-
0:42 - 0:48how the lead institutions in this country have essentially abdicated their role in training teachers,
-
0:48 - 0:54but yet Teach for America is this incredibly high-profile program
-
0:54 - 1:02that students at some of the best institutions in our country clamour to get into every year, right?
-
1:02 - 1:07Why are they not clamouring to get into teachers' traditional programs? [indistinct mumbling]

1:07 - 1:10[John Chubb] There are a lot of questions there.
-
1:10 - 1:16First, I don't think a regulatory approach to training institutions is the right way to - I mean
-
1:16 - 1:21the states have the power (?) now to close down programs that they, you know, if they want to.
-
1:21 - 1:23But they've never had the political will to do that
-
1:23 - 1:25and you can count on them (?) not having a political will
-
1:25 - 1:29I think a better approach is to use transparency, to use information.

1:29 - 1:35So, you know, if their performance - if the performance of training programs at education schools
-
1:35 - 1:39were better known, I think that would create incentives for them to improve,
-
1:39 - 1:43you know, rather than close down somebody who is actually trying to improve.

1:43 - 1:47I also - so I think there needs be a lot more information.

1:47 - 1:51I think that there should be a more open market in training.
-
1:51 - 1:55So, yeah, there is an alternative certification now in a lot of places,
-
1:55 - 2:01but that's more often than not an alternative route, but through an Ed school.

2:01 - 2:06think that there should be other kinds of training institutions that are allowed into the market
-
2:06 - 2:08and if we can now (?) get information about their performance,
-
2:08 - 2:15then I think that the competition for students, the competition ....
-
2:15 - 2:19But the Teach For America example, I think, is a great one.
-
2:20 - 2:24It shows that there is interest on the part - intense interest -
-
2:24 - 2:31on the part of high-aptitude young people to go into teaching, right?
-
2:31 - 2:34But Teach For America has become ever more selective, right?
-
2:35 - 2:38It is - I think that is actually harder to get into Teach For America
-
2:38 - 2:40[Selingo] than it is .... Harvard
[Chubb] than into Harvard, right? -
2:40 - 2:49So there is something wrong with that too, because we're looking for bright people to become teachers -

2:49 - 2:55[Selingo] - We're also looking for bright people to ..... and then move on to other places
-
2:55 - 3:03[Chubb] Exactly. So the - exactly - so the problem I have with Teach for America is that
-
3:03 - 3:08it's not accompanied by an adequate training and support program.
-
3:08 - 3:13So, if you are able to attract these many people into teaching,
-
3:13 - 3:19if you provided better support for them, and if the profession were to change,
-
3:19 - 3:24were to be better compensated, were to recognize merit, all the things that, you know, professions do,
-
3:24 - 3:28then you could hold more people - more of these people in place,
-
3:29 - 3:35and also, if it were a better compensated profession, if it were a better ...... profession,
-
3:35 - 3:39that higher caliber high school graduates were interested in,
-
3:40 - 3:43more of the top universities would be interested in preparing them.

3:43 - 3:45[Selingo] Yeah, but [indistinct]
-
3:45 - 3:47how about the jobs themselves: you talk in some ways
-
3:47 - 3:52that part of teaching is drudgery, right, it's like hourly (?) work in some cases, right?
-
3:52 - 3:59And so, is part of improving the actual experience, as well, so that students want to enter into?
-
3:59 - 4:05[Chubb] Yeah - I worked with, you know, hundreds of schools, thousands and thousands of teachers.
-
4:05 - 4:12And you know, it's unbelievably noble work, there's no work that is more important,
-
4:12 - 4:15but it's much harder than it has to be.
-
4:16 - 4:21And - and every industry on the planet is looking for ways
-
4:21 - 4:24to make people more productive and more successful.
-
4:24 - 4:26And that's what technology is all about.
-
4:26 - 4:32And if they can do that, then there will be fewer teachers, like, so what? You know.
-
4:32 - 4:34This is now an important program.
-
4:34 - 4:39This is an effort to provide great education to our kids, right?
-
4:39 - 4:43So, whatever that looks like is what we ..... should be trying to do.
-
4:43 - 4:49And yes, when a profession becomes more attractive, it does - it becomes more intellectual work.
-
4:49 - 4:52I mean, that is one of the arguments that I make in the book,
-
4:52 - 4:55that good teaching is intellectually demanding work.
-
4:55 - 5:01It's not repetitive, right? It requires lots and lots of decisions, it requires intellect,
-
5:01 - 5:03it requires content knowledge.
-
5:03 - 5:09And we could get there if we would take some of the load off the backs of teachers
-
5:09 - 5:12that could be taken off by technology.
