0:13 - 0:16I was wondering if you could tell people who you are

0:16 - 0:18and what you do for the Switzerland government,

0:18 - 0:22and how things are going on this negotiation

0:22 - 0:26and what really is the position of the Switzerland government.

0:27 - 0:29[Emanuel Meyer] OK, my name is Emanuel Meyer

0:29 - 0:35and I work as head legal copyright and neighboring rights in Switzerland.

0:35 - 0:41We're representing Switzerland here at WIPO, the World International Property Organization.

0:41 - 0:50With regard to an instrument for the blind, it's a clear position for Switzerland that
-
0:50 - 0:58all barriers for access for people with reading disabilities, people with handicaps,
-
0:58 - 1:02should be removed: we have that in our Constitution.

1:02 - 1:05So it's no question for us that we will do anything
-
1:05 - 1:10to improve the situation for people with disabilities worldwide.

1:10 - 1:13[Interviewer] So it's really a - I think it's a surprise to other people

1:13 - 1:16that Switzerland will be supporting this treaty on exceptions.

1:16 - 1:20Er - not, no, I shouldn't say everybody - what I mean, some people here

1:20 - 1:21[Meyer] Right.

1:21 - 1:24[Interviewer] Some people here, I think, didn't even really appreciate

1:24 - 1:27how supportive the Switzerland government was of this initiative.

1:27 - 1:29Again, it's a good surprise, don't get me wrong.

1:29 - 1:33[Meyer] Well, thank you. I like to think of Switzerland as a country
-
1:33 - 1:37that not only has banks, but also a humanitarian tradition.
-
1:37 - 1:43And this, in my opinion, lies within this humanitarian tradition that Switzerland is proud of.

1:43 - 1:48[Interviewer] What is your opinion about the difference between doing this as a treaty
-
1:48 - 1:52or some kind of a softer recommendation

1:52 - 1:57that doesn't obligate people to make changes in the laws?

1:59 - 2:04[Meyer] Well, quite frankly, I don't really understand
-
2:04 - 2:08why some people are not comfortable with a treaty.
-
2:08 - 2:14But this might be due to cultural differences or internal things.

2:14 - 2:17I have not really an idea.

2:17 - 2:20We would be ready for a treaty, in any case.

2:21 - 2:23[Interviewer] You know, thank you very much,
