Hello you all!
My name is Sanzio
I'm from Turin
I make this intervention because
I see many people asking
how is going with the Sign Language (LIS)
Law Approvation
The Law is approved
or is still not approved?
Well I'll let you know that
the LIS Law isn't approved yet
is in processing phase
First of all the proposal law
was approved in Senate
The debate there is finished,
then approved
so the proposal law was brought in "Camera"
and then now they're discussing it
when will be approved there
it will be passed at Republic President
that signs it
then it will become official Law thru
"Gazzetta Ufficiale" publication
So the situation right now
is held at the "Camera"
The discussion is held more precisely
in Social Affairs Commission
It's one month that are
discussing, already 3 times
the last time, May 3rd,
they're discussing on LIS
Do you want to know if LIS is
going ahead or not?
So i'll let you know that the path is
revealing very very difficult
eh yes, the situation is not good
Because in the last time, May 3rd
they doesn't want anymore the "LIS"
denomination, they want to change it
4 deputies want to change the
denomination
With the following motivations:
too straight to LIS
more oral Deaf people than
Deaf Signers
the technology will cancel
the Sign Language
the doctors say that in future
the Deaf will be hear better
so there will be no need
to Sign Language
at the end, the proposal is
to change the denomination
from LIS to LMG
LMG: what does it mean?
Language
Mimic
Gestual
I repeat: LMG
before going ahead
let's stop one moment to reflect
the LIS and LMG difference
is very important to understand the difference
LIS means Lingua dei Segni Italiana
(Italian Sign Language)
with the word "Lingua", Language
there is the implicit recognition
on life style, culture
in a purely visual world
as is the deaf world
it means that in the human society
there is the Deaf identification
and this brings respect to Deaf people
and respect to the person
and the equal dignity
it's clear this?
LMG, if we say instead
"Linguaggio" (Language)
it's an artificial thing
it means that if you aren't
capable of speaking
so I give you the possibility
to gesticulate
and this doesn't bring to any recognition
of culture, the lifestyle
of Deaf people
and this brings at the concept
of disability, as:
you need
and I give you this
this mean that the Deaf people
isn't recognized as Deaf
but as disabled person
and us as people with our
dignity are discriminated
as always has happened so far
so did you understand the substantial difference
between these two concepts?
At the Camera the situation is this
they are at the third session
and these are continuing in the
final approvations
and outside there are a lot of protests against
Lis recognition
and affirms that LIS is not needed and
this idea is growing more and more
and US????
what we do?
when do we protest?
we ask to know
but really
and we Deaf sleep
wake UP!!
It's for our future,
do we want fair dignity?
do we want to have possibilities
in the future?
LIS oh yes, we know it and it's
our language. Do you want it?
or you prefer to be soothed
with LMG?
